Bjørn Skalkam

Bjørn Skalkam began working with Kalundborg Municipality in spring 2025. Together with Parthee Vijayamohan, he has helped develop and implement several of the municipality’s AI solutions, including an interpretation solution, agent systems for TOPdesk and an AI portal for internal development. His work spans practical tools for employees and the technical infrastructure that supports the development and use of AI.
In Kalundborg, he has also worked on setting up pipelines for AI inference and model testing with a DGX Spark stack, as well as configuring Azure Foundry. He contributes both to the solutions themselves and to the environments in which models and agent-based capabilities can be tested and integrated.
His technical background is in full-stack development, including Python, TypeScript, React and Docker. He has experience with RAG, LangGraph, MCP, identity management using SSO/OIDC and CI/CD through Azure DevOps. He holds an MSc in Engineering from Aalborg University in Copenhagen.
In 2026, Bjørn subsequently also began working with Gentofte Municipality. His work there covers AI adoption, governance, assessment of use cases and technical integration within the municipality’s Azure and Microsoft 365 environment, including SharePoint.
Bjørn is also a co-founder of Komplai, which he established with two others. The company works on AI development and consultancy for municipalities, the legal sector and logistics, among others. Its areas of work include AI portals, RAG, agent systems, governance, digital forensics and eDiscovery. The work combines software development and implementation with maintenance and organisational adoption.
