The people in AI Alliancen
Morten Ingemann Zeiner
AI Consultant · Hillerød Municipality
Morten Ingemann Zeiner is an AI consultant at Hillerød Municipality, advising on the municipality's use of artificial intelligence. His practical technical background includes developing software robots and web automation. He has previously worked with Kofax RPA and UiPath and has shared his experiences with Power Automate, Robocorp and Robot Framework. His technical journey began with self-directed learning in web development and automation, having originally come from a non-technical background.
In his writing on RPA, he focuses particularly on what matters after the first robot is working: maintenance, version control, code reuse and control over log data. He has described his experiences of switching automation platforms and the significance of licence dependencies and sensitive information in day-to-day operation. His approach to choosing tools therefore also considers whether a solution can be developed further and managed over time.
He also experiments with language models. OpenRef is his adaptation of the open-source ScribeWizard project for transcription and meeting minutes. In the project, he combined Whisper and Llama with Groq's cloud-based computing platform and adapted the existing project's features. It is a concrete example of reusing open components to explore a workflow relevant to local government, not a documented production solution.
His municipal work also covers organisational and legal questions. In his input to the network's September 2026 meeting, he described Hillerød's ongoing rollout of KONTEKST in schools and early years settings, alongside work to establish the legal basis for its use. Access to Claude Code was also at an early stage, with questions raised by IT security. He thus connects practical development with the conditions that need to be clarified before new AI tools can be used responsibly.
