Søren Nørgaard Madsen

Søren Nørgaard Madsen is a chief consultant at KL, working on AI and digitalisation policy. He focuses on the shared frameworks needed to enable municipalities to use artificial intelligence in their work. His role connects technological opportunities with organisation, skills, legislation and public trust.

In KL's communication about the AI Act, he stresses that municipalities need both to keep pace with technical developments and to understand the requirements governing use. Staff AI skills and access to shared knowledge are central to his approach. He also highlights the importance of cooperation between municipalities and across the public sector, so that individual municipalities do not have to resolve every question alone.

His remit also includes specific areas of application. In KL's work on AI for building permit processing, he has communicated the need to describe and apply rules digitally as a foundation for AI solutions and rules engines. He is also a contact person for KL's communication of experience from the AI Signature Projects. Here, the focus covers both opportunities and the challenges municipalities face with data, ethics, legal matters and bringing solutions into operation.

The citizen perspective is another part of his professional profile. At the Network for Digital Inclusion's meeting in March 2025, he presented generative AI as a potential aid to clearer communication and better digital user experiences. This brings his work together around a practical question: how municipal AI initiatives can support public welfare services while remaining understandable and usable for citizens and staff.
